The more upgrades you get, the bigger its enhancive capacity will be. On top of that, the two or three highest-ranking upgrades on your badge have the potential to unlock its ability to hold more than one enhancement. You can set up your badge to enhance any skill or stat or other attribute that is available on the menu.
If you want to know how much of a particular enhancement your badge can hold, just ask the treasure master NPC without specifying the bonus amount. Be aware that the treasure master has to drain your badge of all its charges before he can make any change to the enhancements it holds! I assume you mean they won't offer you to pay your bounty and are intent on killing you. If so, did you try yielding to them by sheathing your weapon? Then they should offer you the option to pay off your bounty. You may only be able to yield if a guard captain is around with them though. If they stop trying to kill you, you can opt to spend time in jail and then either break out, or serve your time.
Alternately, if you're a member of the Thieves Guild, and they are established in a city, you can pay off the guards for half the bounty.
When you got bounty what you can do is either pay your bounty or, if you don't want to do that, let them take you to prison. Prison isn't such a terrible idea: you can escape all prisons except Cidnah Prison Mine , and you don't have to pay the bounty. You will find your unstolen items in a chest at the entrance of the prison. If playing on the PC, a fast way to get rid of your bounty is by opening the console and then targeting the pursuing guards click on a guard. The guard's RefID should show up in the screen.

This worked for me: 1 Equip a magic spell in both hands. The thing is takes them a while to realize your surrendering sheathing. The action of sheathing while being attacked is what does it, so you have to spam it a bit so they realize. The legendary bounties aren't particularly challenging especially when compared to some of the champion bounties. As for the legendary bandit executioners that is much easier with fewer people since the breakbar actually gets broken.
No, people attack legendary because its amusing. There's virtually no penalty for death, so there is no real reason not to if you find it interesting. The only real penalty is for everyone 'else' around you that might enjoy a serious attempt at killing it, and can't because of a twerp that will never get scolded.
There are plenty of people who enjoy trying to solo kill champions, and legendaries are a step up from that. Successfully killing a legendary solo is one help of an accomplishment in Gw2. The other issue is people starting the bounty thinking others will just show up because they did and help them finish it. It was put in place to provide endless farming loops, I suppose.
Maps would explode if you could farm them all over and over without time breaks in between. Or just put some kind of visual on the cooldown time on the bounty board. That way if you're standing at the board you can tell if the bounty is a few minutes until it's ready or a long time yet.
